EU selects Dr Kris Rampersad as Culture & Creativity Independent Expert
Dr Kris Rampersad, a Caribbean-based Knowledge Systems Innovator, change leader, educator and development strategist, has been selected as an Independent Expert for the European Institute of Innovation and Technology (EIT) Culture & Creativity Sector Initiatives (CCSI).
She joins a select pool of international specialists who could be called on to evaluate and help shape EIT programmes advancing innovation, entrepreneurship, education, cultural heritage, sustainability and the cultural and creative sectors.
“As one of the longstanding independent actors promoting reform of development bodies and instruments that have historically privileged narrow North-centric perspectives, this constitutes a significant milestone in lifelong efforts to redefine perspectives and development actions within one of Europe’s most ambitious and influential institutions,” she said.
“Rather than the customed mode of handing down knowledge to us, this role recognises technical expertise, independence, strategic vision, analytical capacity, and a demonstrated record of impact across sectors and regions. “Many development bodies and cultural institutions are built on and operate on North?centric, extractive foundations that continue to shape global policy, financing, education, and creative economy frameworks. These inherited systems privilege external models and assumptions while overlooking the capacities, cultural orientations, and realities of the Caribbean, SIDS, and the wider Global South,” Dr Rampersad said.
“Centuries-old economic and cultural models, rooted in colonial and extractive traditions, treat culture and creative industries as charity cases dependent on patronizing funding structures deemed to drain rather than sustain economies.”
This outdated architecture persists across multiple layers of development practice. Mechanisms designed for contexts with strong institutional infrastructure are routinely exported into arenas where foundational conditions are absent, resulting in programmes that falter despite good intentions. The result is a cycle of short-lived, unsustainable interventions that fail to deliver value or resilience.
“Many high-placed regional agencies acting in partnership with EU agencies stumble for not tapping into experience and intelligence that can identify false assumptions, bias, blindness about capacities, capabilities and cultural orientations.”
These structural flaws are now being digitally amplified. Emerging technologies, including AI, are being layered onto crumbling colonial foundations, automating past failures rather than correcting them. Educational and deculturation systems rooted in exploitative systems continue to feed global AI models, reinforcing systemic biases of “inferior” versus “superior” cultures which in turn consumption patterns that underly diverse fields as heritage tourism, health and wellness, science and education, technology transfer flows, trade, tangible and intangible export and impact economic independence and resilience.
