EU selects Dr Kris Rampersad as Culture & Creativity Independent Expert
Dr Kris Rampersad, a Caribbean-based Knowledge Systems Innovator, change leader, educator and development strategist, has been selected as an Independent Expert for the European Institute of Innovation and Technology (EIT) Culture & Creativity Sector Initiatives (CCSI).
She joins a select pool of international specialists who could be called on to evaluate and help shape EIT programmes advancing innovation, entrepreneurship, education, cultural heritage, sustainability and the cultural and creative sectors.
“As one of the longstanding independent actors promoting reform of development bodies and instruments that have historically privileged narrow North-centric perspectives, this constitutes a significant milestone in lifelong efforts to redefine perspectives and development actions within one of Europe’s most ambitious and influential institutions,” she said.
“Rather than the customed mode of handing down knowledge to us, this role recognises technical expertise, independence, strategic vision, analytical capacity, and a demonstrated record of impact across sectors and regions. It signals EU is opening up to perspectives from the Caribbean, Small States and the Global South to contribute to wider international conversations on development and transformation, and expanding opportunities to contribute from the areas in which I function to revising frameworks, influencing international approaches to culture, creativity, innovation, education, sustainability and the emerging knowledge economy.,” she said.

These mark additional milestones in Dr Rampersad’s more than three decades of work as an independent scholar, educator, and journalist with experience across UN agencies such as UNESCO, the UK and Commonwealth, OAS and Inter-American systems, the EU, civil society networks, academic institutions, media organizations and communities of the Caribbean, Small Island Developing States (SIDS) and the Global South. Her unique body of work as an independent practitioner involves original multipronged methods of engaging diverse systems and stakeholders for creative problem-solving across sectors.
She has advanced integrated approaches linking culture, creativity, knowledge systems, heritage, communications, public policy, gender equality, education, and sustainable development while developing her own alternative systems, albeit under-resourced.

“These experiences pave the way for more inclusive and effective actions in development through education, creative enterprise and innovation among North-South public and private sectors, multilateral agencies, educational institutions, civil society, media organisations and communities,” she said.
“My long-standing insistence that cultural resources could generate social capital, economic opportunity, community resilience, sovereignty and security, and international cooperation takes root in today’s global emphasis on creative economies.
“This provides another channel to build on my advocacy and reform actions that position culture, heritage, creativity, knowledge, and education as foundational pillars of sustainable development, expanding opportunities for international partnerships, collaborative research, policy development, educational transformation, and knowledge exchange.
“Beyond individual achievement, this places Caribbean perspectives, the realities of Small Island Developing States (SIDS), and Global South knowledge holders within bodies that shape international approaches to development. It enhances the value of Caribbean experiences, knowledge systems, creative capacities, and diversity within the global transformation agenda.”
Extractive Foundations & North?Centric Systems
“Many development bodies and cultural institutions are built on and operate on North?centric, extractive foundations that continue to shape global policy, financing, education, and creative economy frameworks. These inherited systems privilege external models and assumptions while overlooking the capacities, cultural orientations, and realities of the Caribbean, SIDS, and the wider Global South,” Dr Rampersad said.
“Centuries-old economic and cultural models, rooted in colonial and extractive traditions, treat culture and creative industries as charity cases dependent on patronizing funding structures deemed to drain rather than sustain economies.”
This outdated architecture persists across multiple layers of development practice. Mechanisms designed for contexts with strong institutional infrastructure are routinely exported into arenas where foundational conditions are absent, resulting in programmes that falter despite good intentions. The result is a cycle of short-lived, unsustainable interventions that fail to deliver value or resilience.
“Many high-placed regional agencies acting in partnership with EU agencies stumble for not tapping into experience and intelligence that can identify false assumptions, bias, blindness about capacities, capabilities and cultural orientations.”
These structural flaws are now being digitally amplified. Emerging technologies, including AI, are being layered onto crumbling colonial foundations, automating past failures rather than correcting them. Educational and deculturation systems rooted in exploitative systems continue to feed global AI models, reinforcing systemic biases of “inferior” versus “superior” cultures which in turn consumption patterns that underly diverse fields as heritage tourism, health and wellness, science and education, technology transfer flows, trade, tangible and intangible export and impact economic independence and resilience.
“Unfortunately, the way most programmes are implemented, they are simply automating past failures as emerging digital and AI mechanisms are being layered on top of these crumbling foundations.
“This dynamic is visible in heritage recognition systems, creative economy financing, cultural protocols, trade, investments and cross-regional partnerships. Even well?intentioned global instruments for culture and gender equality, or agreements, such as EU?CARIFORUM cultural protocols or IDB?EU collaborative initiatives as Carib Equity are challenged because superficial adaptation fail to translate input and actions into effective and meaningful results when they sit, and are set, awkwardly atop fractured, unconnected and inadequate foundations.
“Effecting true transformation requires working closely with Euro-American institutions so they realize why programs that succeed in their own backyards falter when exported elsewhere.
“The challenge is not merely technical; it is deeper and broader. Without reconfiguring and future-proofing the foundations, new digital, cultural, and creative mechanisms will continue to replicate inequity and imbalances. Reform requires embedding cultural intelligence, restructuring development pathways, and designing systems that recognize and leverage renewable intangible resources as heritage, creativity, knowledge, and community-based intelligence as central pillars of sustainable futures, and those are very different models to the ones that now obtain.
Innovating Mechanisms for Intangible Intelligence Ecosystems
Over more than three decades, Dr Kris Rampersad have been developing and testing a suite of intangible mechanisms to build out an intelligence ecosystem designed to strengthen cultural, creative, educational, and technological transformation. These innovations respond to long?standing structural gaps in development practice and offer practical, scalable models for integrating cultural intelligence, creativity, and ethical innovation into governance, education, media, and emerging digital systems.

Complementing this are mechanisms such as CEIBA?EDUtainment, which blends traditional and technical knowledge to support learning and community engagement.
Story Science, which connects imagination, instinct, and intuition with scientific inquiry. These approaches draw on diverse methodologies promoted by institutions such as UNESCO and National Geographic, bridging techniques that often appear contradictory but can be harmonized to deepen learning and expand creative problem?solving.
To support digital and virtual engagement, she developed the MultiMedia MicroEpic, an innovative short?form epic genre launched during the Pandemic at the Commonwealth Scholars’ Forum. It adapts classical epic long form for short form new media, demonstrating how educators and creators can deepen rather than dilute learning in virtual environments through culturally grounded narrative forms.
At the core of this is this platform, the innovative, award-winning portal, GloCal Knowledge Pot, an emerging multidisciplinary virtual intelligence ecosystem hosted here at www.krisrampersad.com. It synthesizes the above initiatives and local and global knowledge streams, enabling communities, institutions, and policymakers to engage with cultural, creative, and scientific resources in more integrated and effective ways.
Together, these form an emerging coherent ecosystem of cultural, creative, and ethical intelligence, offering new pathways for inclusive innovation, equitable development, and sustainable digital futures. They demonstrate how intangible cultural resources as heritage, creativity, knowledge, and community?based intelligence can be leveraged as renewable assets within emerging creative economies and global transformation agendas.
“These support my revisionary theories of development with models, modules and materials that shift focus from extractive economic mindsets towards modes more suited to leveraging renewable intangible resources such as cultural heritage, virtual, digital and archival elements that constitute the knowledge economy,” Dr Rampersad said.

Dr Rampersad has consistently advocated and demonstrated that culture is not merely a social sector but a strategic frame and foundational resource for economic resilience, social inclusion, environmental stewardship, and equitable development.
At a time when nations worldwide are seeking cross-boundary models of sustainable growth, Dr Rampersad’s independent expertise brings clarity, originality, imagination and innovation to the central role of cultural and creative intelligence, heritage assets, creative industries, tourism and inclusive innovation in social and economic transformation.
“These cross-regional agencies are positioned to help remove obstacles to creative entrepreneurship and effectively level the playing field of marginalised communities to participate in and access emerging pipelines.”
Noting that her work has consistently challenged approaches that are effectively short-lived, unsustainable and failing the societies and arenas they are meant to advance, Dr Rampersad welcomed the potential opportunities these bodies provide to advance efforts to bridge gaps between local realities and global development systems.

“They stumble for not tapping into such experience and intelligence that can identify and minimize false assumptions, bias, blindness about capacities, capabilities and cultural orientations and foresight how systems and programmes designed elsewhere may function in arenas where basic foundational infrastructure and conditions are absent.
Overturning Extractive Models & Archaic Foundations
“Centuries-old economic and cultural models, rooted in colonial and extractive traditions, treat culture and creative industries as charity cases dependent on patronizing funding structures deemed to drain rather than sustain economies,” Dr. Rampersad stated. “This approach is completely out of step with the real-world dynamics and modern digital and virtual economies.
“Look at how one movie, The Sound of Music, is sustaining Salzburg and Austria’s heritage tourism as a multi-billion dollar industry, 50-plus years on. And I have many other examples of the ricocheting impact of investments in the culture and creative arena. Creatives have proven they can be viable and self-sustaining, yet planners treat foundational gaps as bureaucratic tick-boxes rather than necessary and fundamental precursors that must be addressed to allow us to share in and benefit from our vibrant creative and cultural assets.
“Unfortunately, we are simply automating past failures as emerging digital mechanisms are being layered on top of these crumbling foundations. Creatives are forced to bear the burden of systemic inefficiencies they did not create. When these structural deficiencies are fed into modern Artificial Intelligence frameworks, we are merely continuing the spiral of underdevelopment, rather than emergence from it. New partnership thrusts between our regions and the EU and its partners must aim to reform rather than replicate archaic status quos.”
The AI Challenge: Integrating AuthenTHINK with Artificial Intelligence

“This imperative is at its most urgent with the rapid rise of Artificial Intelligence,” she warned. “Many developing societies and small states lack the resources to build proprietary technological infrastructure. As a result, they uncritically adopt external AI models that replicate historical inequities and scale up digital colonization.”
“These external models are fed by educational and deculturation rooted in extractive and exploitative colonial systems that reinforce systemic biases of ‘inferior’ versus ‘superior’ cultures. This structural flaw is precisely why the global community is consistently failing to meet its Sustainable Development Goals. It requires agenda-setting agencies, including the EU and its global collaborators, to radically reassess their programming paths. EU EIT provides a framework for meaningful collaboration to change unequal relations and strengthen engagement between the Caribbean, Global South institutions.”
“Cultural intelligence cannot be treated as a peripheral afterthought or a cosmetic add-on,” she emphasized. “It must be embedded directly into the core architecture of emerging AI models if we are to shape sustainability, driven by interconnected cultural, creative, innovation and inventiveness, as central, not as peripheral add-ons across economies, societies, sectors and disciplines.
“Identifying the core roadblocks and means to work around them are precursors to strengthening engagements, advancing cultural entrepreneurship, heritage preservation, education, digital transformation, creative economy development and sustainable tourism.

“The Pandemic exposed these structural vulnerabilities and cracked the foundations of these unbalanced systems. It accelerated an inevitable shift toward a new global landscape. Societies less burdened by the albatross of North-centrism, emerging economic giants like India and China, are actively leveraging ancestry, cultural heritage, and fintech to rewrite the rules of global commerce. At core, these involve innovations that diverge radically from traditional economic moorings.”

Impacting Effectiveness of UNESCO Instruments
This includes resolving the stark underrepresentation of the Global South on international registries like the UNESCO Heritage Lists, for instance.
“In my work with marginalized communities across the Americas including Indigenous Peoples, African, Asian diaspora communities and unfactored post-colonial indigeneous hybrids, this lack of global recognition is a direct marker of inadequacies of the international mechanisms. It deprives these regions of equitable economic returns from heritage tourism, creative enterprise, and the knowledge economies that such instruments claim to promote.

Regional Mismatch
“We see similar mismatch clearly in the negligible real-world impact of the cultural protocol attached to the EU-CARIFORUM agreement, which sits awkwardly on top of fractured regional systems. Rather than follow the trend to ‘educate’ creatives, there is need to confront various operational hurdles that significantly diminish forward-seeming collaborative partnerships, such as the IDB-EU driven Carib Equity initiative, must be addressed if they are to realise expectations.
Advancing Gender Empowerment
“I welcome this as its also allows to explore additional avenues to advance spaces for Women as Agents of Change, based on an initiative I conceptualized for the Commonwealth Caribbean that now has global UN traction. An additional challenge now in spaces where women are increasingly occupying leadership roles, is how they transform those spaces for benefits of next generations, rather than merely fill them.
Revisiting Global Development Imbalances
“Additionally, EU-EIT provides potential to move forward on reforming one of the main development skews, the UN’s statistical development categorizations of States. This was an initiative, among others such as extending cultural routes and harnessing diaspora, piloted during my tenure as Vice President of the UNESCO Executive Board to unanimous global acceptance, but which is still awaiting full activation through practice by such agencies as the EU-EIT.” (Read on then return to details in this link here NESCO supports Trinidad’s challenge to World Bank classifications of island states.)
Centralising Cultural Intelligence
“Embedding this level of cultural intelligence was precisely what drove the success of the multi-stakeholder engagement model I devised to bridge gaps between grassroots farmers, policy and decision-makers,” Dr. Rampersad explained, noting how it helped interregional bodies such as the Inter-American Institute for Cooperation in Agriculture (IICA) and the Caribbean Agriculture Research and Development Institute (CARDI) to move the regional Food Security agenda forward by transitioning their outreach from conventional to new media.
“The EU-ACP funding partner, the Centre of Technical Cooperation in Agriculture (CTA) was so impressed by the level of stakeholder engagement that it borrowed the model for its international seminar on Agriculture and Food Security.
Enhancing Viability & Visibility
“Networks as EU-EIT are channels to continue to enhance the visibility of viability of regional expertise and reframe global actions on artificial intelligence, digital culture, heritage, climate resilience, social inclusion, and the future of creative economies – areas in which I continue to engage.
“The world is awakening to our long and painstaking efforts on building consciousness and consensus that connect local realities to global opportunities. There is growing recognition of the need to reduce interdisciplinary, cross-sector, and cross-boundary fragmentation that stymies progress and development.
“I look forward to forging stronger engagement between European institutions and agencies with the Caribbean, SIDS and Global South to foster collaboration that generate real opportunities in cultural entrepreneurship, heritage preservation, education, digital transformation, creative economy development and sustainable tourism based on experiences of our vibrant diversity, traditions and creativity, and community-based knowledge systems.
